Dear IOC friends,
In order to advance the planning of the UN Decade of Ocean Science<https://unesco.us15.list-manage.com/track/click?u=75c69bf185fb2be069850f6ee&id=f29acf0d33&e=3552628ce7> and in working on the Agenda of Sustainable Development and other related objectives, I sometimes find it useful, or even inspiring, to look back at what we did well in the past. Earlier this month, the FUST Ocean event in Brussels showcased the great success of twenty years of strong collaboration between UNESCO, IOC and the Government of Flanders in various fields such as capacity development, marine spatial planning and data and information management.
But this month was about looking forward too, as we launched the South China Sea Tsunami Advisory Centre in Beijing, a major example of regional cooperation that will make coastal communities in the region safer from the tsunami risk. A highlight of the month was the kick-off of preparations for the 2nd Edition of the Global Ocean Science Report. Thus we are on track in giving continuity to our flagship publication on the state of ocean science capacities around the world.

In science we trust: Celebrating 20 years of Flemish commitment to building a sustainable ocean
On 14 and 15 May 2018, UNESCO’s Intergovernmental Oceanographic Commission (IOC) and the Government of Flanders celebrated twenty years of cooperation on ocean matters by co-organizing a guided exhibition and seminars to highlight some of the achievements made possible through the UNESCO/Flanders Fund-in-Trust for the support of UNESCO’s activities in the field of Science (FUST).

Launching the South China Sea Tsunami Advisory Centre
As of 8 May, the South China Sea region has its own dedicated Tsunami Advisory Centre, established in Beijing, under the aegis of UNESCO's Intergovernmental Oceanographic Commission (IOC).
The Centre serves as a warning system for nine countries: Brunei, Cambodia, China, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Viet Nam. The National Marine Forecast Center, part of the State Oceanic Administration of the People’s Republic of China, is responsible for the operational implementation of the warning system.

Experts kick-off production of the second Global Ocean Science Report
Experts officially kicked off production of the second edition of the Global Ocean Science Report (GOSR), with a target publication date set around early 2020. First released in June 2017, the Report identifies and quantifies the key elements of ocean science at the national, regional and global scales, including workforce, infrastructure and publications.

Linking the UN Decade of Ocean Science and the new UN agreement on the high seas
How can the upcoming Decade of Ocean Science for Sustainable Development (2021-2030) help mobilize and boost action around the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction (BBNJ)? On 16 April 2018, UNESCO’s Intergovernmental Oceanographic Commission (IOC) and partner institutions discussed potential interlinkages during a side event to the organizational meeting for the Intergovernmental Conference that will consider the recommendations of the BBNJ Preparatory Committee, in which IOC also takes part.

Experts propose method to monitor marine ecosystem health
It is important to closely monitor how climate change and our increasing use of the oceans are affecting marine resources and ecosystems. A new Global Change Biology paper identifies “biological essential ocean variables” that can be measured to provide key information to help effectively mitigate or manage the detrimental effects we may be having on the world’s ocean. These variables may help simplify communication among stakeholders around the globe and galvanize support for implementing a valuable global observing system.

World Oceans Day: UN launches new interactive portal to highlight worldwide events and resources planned for 8 June celebrations
Launched as a voluntary commitment to the UN Ocean Conference (June 2017), the new http://unworldoceansday.org<https://unesco.us15.list-manage.com/track/click?u=75c69bf185fb2be069850f6ee&id=56b5a05f7f&e=3552628ce7> portal seeks to provide decision-makers, scientists, industry and civil society with a central go-to portal to connect and promote a more sustainable, respectful relationship between humankind and the ocean. The Portal is built as a gateway to World Oceans Day events and initiatives from around the globe, with features such as:
* Interactive events database and map
* Event-planning and educational resources
* Multimedia resource database
* Winning photos from the UN World Oceans Day Photo Competition
* And lots more!

OBIS will support animal tracking data
At a recent meeting organized by IOC/IODE, several major marine animal telemetry networks which tag and track individual animals (both acoustic and by satellite) agreed to use the OBIS-ENV-DATA Darwin Core standard for the exchange and publication of animal detection data through OBIS. OBIS will support the tracking community to calculate species home ranges, migration pathways and movement patterns, which will generate important information for species conservation and marine spatial planning.

IOC Person of the Month: Gert Verreet
Gert Verreet is a policy officer in the Flanders Department of Economy, Science and Innovation (EWI) of Belgium, working in the Research Division focusing on environmental sciences and Flemish involvement in regional, federal, EU and global initiatives such as supporting the Flanders Marine Institute (VLIZ), EU developments such as JPI-Oceans and international environmental research infrastructures (ESFRI SWG ENV). Gert is also a member of the Flemish Commission for UNESCO and oversees funding for projects under the UNESCO/Flanders Fund-in-Trust for the support of UNESCO's activities in the field of water and ocean sciences (FUST). He recently co-chaired the FUST Ocean event (Brussels, 14-15 May), during which UNESCO’s IOC presented the results of key Flemish-funded projects in coastal management, capacity development, and marine data and information management.
Could you briefly explain what is the UNESCO Flanders Fund-in-Trust framework and how it has developed over the last two decades?
For twenty years, the Government of Flanders has provided UNESCO with extra-budgetary funding in the field of science managed under FUST, a bilateral cooperation agreement renewable on a five-yearly basis. It has supported multi-annual projects of IOC, Man and the Biosphere (MAB) and the International Hydrological Programme (IHP). Already since before the hosting of the IOC IODE Project Office in Ostend in 2005, the Government of Flanders attributed a sizeable part of the funding to IOC capacity development projects. Among other results, projects have reinforced IOC member state data management capabilities, networking and joint activities.
