Action: By this letter the secretariat invite national representatives and all nationals with a role in Capacity Development to answer the online questionnaire (https://www.surveymonkey.com/r/KN885MK) by 1st February 2021. The Secretariat also reiterates its call on all Member States to designate a national CD focal point and wishes to expand the scope of CD stakeholders in your country. A first analysis of the responses received in September will be completed by 15 October and submitted to the IOC Group of Experts on CD. The questionnaire can be completed in about 20-30 minutes.

Action:   Lancement de la seconde enquête de la COI sur les besoins en matière de développement des capacités. Par cette lettre le secrétariat invite les représentants des Etats membres et toutes les personnes concernées par le développement des capacités dans votre pays à répondre au questionnaire en ligne avant le 1e février 2021. Le Secrétariat sollicite aussi la nomination de points focaux nationaux et souhaite élargir le champ des groupes de référence dans ce domaine dans chacun des pays. Une première analyse des réponses reçues en septembre sera portée à l'analyse du Groupe d'experts de la COI sur le développement des capacités le 15 octobre prochain. This letter is pursuant to decision IOC-XXX/11.1<http://www.ioc-unesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=24911> of the IOC Assembly in June 2019 to invite the IOC Group of Experts on Capacity Development to continue its work on regularly assessing the capacity development requirements of Member States.

Launched in October 2018 through Circular Letter 2738<http://ioc-unesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=22821>, the first survey developed by the Group of Experts focussed largely on regional needs and those of Small Island Developing States and Least Developed Countries. The results of the survey (Annex VI of IOC/GE-CD-I/3<https://unesdoc.unesco.org/ark:/48223/pf0000368748.locale=fr>) also assessed the functional needs of a Clearing House Mechanism (CHM) as a tool 'to provide interested users in Member States with direct and rapid access to relevant sources of information, practical expertise in the Transfer of Marine Technology (TMT), as well as to facilitate scientific, technical and financial cooperation to that end'. This finding materialized in April 2020 as the IOC Ocean InfoHub Project that focusses on the development of the CHM/TMT in Latin America and Caribbean region, Africa and Pacific SIDS (see Executive Council document IOC/EC-53/4.3.Doc<http://www.ioc-unesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=26745> for detail).

Through the revised 2020 survey, the IOC also reiterates its call on all Member States to designate a national CD focal point (only 32<https://www.ioc-cd.org/index.php?option=com_oe&task=viewGroupRecord&groupID=424> of them are recorded to date) and wishes to expand overall the scope of CD stakeholder groups as follows:

1.       IOC contacts (IOC focal points, IOC CD focal points)

2.       Ocean researchers and research service providers (including heads of institution, data centre staff)

3.       Academic staff (Higher Education Institution lecturers as well as Learning Services Provider staff)

4.       Students (at Higher Education Institution)

5.      Local government official (including councils, national park authorities)
