Subject: [ioc-staff] GOOS Brief on Covid-19's Impact on the Ocean Observing System
Dear IOC colleagues
I hope you are all keeping well. The Covid-19 pandemic has been a time of far reaching change for people, health care, economies - and sustained ocean observations.
The attached briefing note presents the results of survey of the eleven global in situ observing networks of the GOOS Observations Coordination Group, complemented by information from JCOMMOPS. There have been unprecedented disruptions in our ability to access the ocean from research vessels and some commercial vessels, and drops in maintenance and reseeding activities that increase the risk of failures and data gaps in the coming year. There has also been activity by the community to mitigate the impacts.
JCOMMOPS has developed a daily tracking tool<http://www.jcommops.org/board/wa/DataTrackingModule> to follow the evolution of real time data availability, something you are also no doubt doing through your assimilation systems.
GOOS makes recommendations from the analysis of the survey, including increasing international coordination across national research vessel operations and encouraging classification of observing maintenance and deployment activities as essential.
Please share this brief widely. UNESCO has also issued a press release<https://en.unesco.org/news/covid-19-disruptions-ocean-observations-could-threaten-weather-forecast-and-climate-change> with this information.
We plan to monitor the evolution of the observing networks closely and communicate regularly, with a focus on building resilience in the system.
Best regards,
Emma
